Jim Owens

Council Member Owens is a native of Mount Pleasant, a graduate of Wando High School. He later attended the College of Charleston and Trident Tech. He is licensed in the State of South Carolina as a General Commercial Site Utilities Contractor, licensed State of South Carolina Construction Manager and a former South Carolina Mechanical Contractor. He is also a licensed Realtor with Carolina One Real Estate. 

Council Member Owens began his career with FA Bailey & Sons Mechanical Engineering & Contracting, Inc., he has also worked for Charleston Commissioners of Public Works public utility and later for a local engineering consultant. He is the owner of Fidelity Construction Services, LLC, a consulting company which was set up to provide construction administration and utility contracting services.

He holds certifications from USACE for Construction Quality Management, SCDHEC and Georgia Soil and Water Conservation Commission (GSWCC) for Erosion Prevention and Sediment Control.

During his 38-year tenure, he has worked on a wide range of important capital improvement and development projects. These included the Daniel Island infrastructure, Mount Pleasant Memorial Waterfront Park, Wando Career and Technology Academy, Mount Pleasant Executive & Charleston International Airports, several schools in Charleston County and across the State. He actively worked on the new MUSC and Hampton Hospitals, water main and other utility extensions and several projects with the Department of Defense. 

He is a member of the American Society of Civil Engineers, the American Waterworks Association, the Water Pollution Control Association of South Carolina, CTAR, NAR, Carolina Coast Surf Club and Etiwan Masonic Lodge #95 AFM, PM. 

He is married to Lydia Owens. The couple has five children between them, two of whom are still living at home. The Owens are members of Seacoast Community Church.
